Extract from the inistry of Interior Gazette No.32 of 5th.

August 1932. Ministry of Interior Instruction of 27th July

addressed to the Nanking Police and the eihaiwei Administra-

tion Office.

This Ministry has received the following communication

Arms Series No.4231 from the Ministry of Pilitary Affairs:

"ith reference to ine

ine previous Secret Order

No.4149 of the xxecutive Yuan to the effect that any

military and civil administrative orgun purchasing arms,

&...munition, aeroplanes, or any kind of military supplies

or raw Laterials for the manufacture thereof, must refer

the matter for the consideration of the Linistry of

Military Affairs, who will either issue the arms etc.

required or transact the purchase on the applicant's

behalf, and that in no case may orders be placed by such

organ with merchants direct (which order was circulated

at the time for general observance). The Linistry of

Militar, Affairs has now received the following telegram

from the Military Affairs Commission dated 6th July, 1932:-

"Whereas military supplies must be provided for

wholesale by the Central Government, circular

orders have long ago been circulated to the effect

that no military commander or local authority way on

his (its) own initiative arrange the purchase thereof,

yet nevertheless the re rave lately been instances of

local military organs arranging themselves for the

/purchase
